From July 1, people with red books will be able to immediately register for permanent residence.

Clause 1, Article 20 of the Law on Residence stipulates that citizens who have a legal residence under their ownership may register for permanent residence at that legal residence.

The new law also removes the temporary residence period condition.

To complete the procedure, buyers only need to prepare a declaration to change residence information and papers and documents proving home ownership.

Whether or not the old homeowner has the right to keep their household registration

According to Point h, Clause 1, Article 22, a person who has registered permanent residence at the residence under his/her ownership but has transferred ownership of the residence to another person and has not received consent from the new owner to keep his/her permanent residence registration at the residence.

Therefore, the home buyer (new owner) will have the right to agree or not to let the old homeowner keep the permanent residence registration at the house they bought.
